PREVIEW SCAFFOLD

Forecasting-as-a-Service endpoint contract is live at /api/v1/services/forecast, but customer-facing paid responses are blocked until the multi-agent dispatch wiring is complete. Calls today return the contract shape with cost_usd: 0 and state: "preview-scaffold". No customer billing happens during preview.
